TOWN BOARD REGULAR MEETING - February 09, 2017
A regular meeting of the Town of St. Johnsville was held on February 9, 2017, at 7:00 p.m., at the Town Offices, 7431 STHWY 5, St. Johnsville, NY 13452
Present: Dominick Stagliano, Supervisor; Ronald Hezel, Councilman; Timothy Smith, Councilman; Ronald Millington, Councilman; Lynn Stever, Town Clerk
Absent: Susan Handy, Councilwoman; Norman Mastromoro, Attorney for the Town
Public: James Saracino, Martha & Michael Mancini
Meeting called to order 7:00 p.m.

Roll Call – Councilwoman Handy absent
Public Comment – James Saracino of 142 Matis Drive addressed the board regarding issues on Matis Drive. He said he was told that there is no money in the budget for roadwork, therefore, he has been ditching the roadway in front of his residence. He claims that the town continues to fill in the ditches and is making the road higher for runoff to his property. He presented pictures to the board. He said the town had put down millings and did a nice job a few years ago, but the snow plow has plowed them all off. He feels he is being harassed by the town’s snowplow driver and is bringing the issue to the attention of the Supervisor and Town Board. Supervisor Stagliano said he will speak to the Maynard Baker, Highway Superintendent regarding these issues.
Minutes – Motion by Councilman Smith, seconded by Councilman Hezel to accept the minutes of January 12, 2017; passed 4-0. (Res. #17-026)
Departmental Reports – Motion by Councilman Hezel, seconded by Councilman Smith to accept the Town Clerk, Justice, Code Enforcement Officer & Dog Control Officer’s monthly reports; passed 4-0. (Res. #17-027) Martha Mancini, Chairman of the Planning Board reported that the Planning Board has reviewed the Comprehensive Plan and feels that for companies to be interested in coming to St. Johnsville we must offer water and sewer. They feel a dissolution of the Village government needs to be done and water, sewer, street lighting and a police force should be town wide. A lengthy discussion followed with Supervisor Stagliano offering to provide any documentation she needs in her effort to accomplish this. He stated it has been discussed in the past and has been met with overwhelming objections.

Correspondence Montgomery County has agreed to reimburse the Town for rabies calls. The Town of St. Johnsville Justice Court has received a grant in the amount of $6,250.00.

1. Resolutions by Supervisor correcting overdraft accounts, etc. - Motion by Councilman Hezel, seconded by Councilman Smith correcting appropriations of 2016 attorney fees (see attached); passed 5-0. Public Comment - Robert Battisti asked that when the board considers the Highway Department raises they consider that raises are basically eaten up due to the raises in health insurance costs.
Audit - Motion by Councilman Hezel, seconded by Councilman Smith to authorize the Supervisor to pay vouchers #170468 - 170486 for December of 2016; passed 5-0. (Res. #17-023) Motion by Councilman Hezel, seconded by Councilman Smith to authorize the Supervisor to pay vouchers #170487 - #170502 for January 2017; passed 5-0. (Res. #17-024)
